السلام عليكم ورحمة الله وبركاته،
نجتمع اليوم في محطةٍ استثنائية تحمل في طياتها ألف يوم من العمل الإنساني المتواصل، لنستعرض مسيرة عملية «الفارس الشهم 3» التي شكّلت على مدار ألف يوم نموذجاً عملياً للالتزام الإنساني الراسخ لدولة الإمارات العربية المتحدة في دعم الأشقاء الفلسطينيين في قطاع غزة.
جاءت هذه العملية بتوجيهات القيادة الرشيدة لدولة الإمارات، انطلاقاً من نهج إنساني ثابت يضع الإنسان في مقدمة الأولويات، ويؤمن بأن الوقوف إلى جانب المتضررين مسؤولية إنسانية تتجاوز الحدود وجميع الظروف. ومن هذا المنطلق، لم يكن الهدف الأساسي مجرد إيصال المساعدات فحسب، بل بناء منظومة إنسانية متكاملة أسهمت في دعم مختلف القطاعات الحيوية، من الصحة والغذاء وصولاً إلى التعليم.
وعلى امتداد ألف يوم، عملت دولة الإمارات العربية المتحدة، من خلال عملية «الفارس الشهم 3»، بالشراكة والتنسيق مع مؤسسات الأمم المتحدة والمنظمات الدولية والإنسانية، لضمان وصول الدعم إلى مستحقيه، وتعزيز الجهود المشتركة للاستجابة الكاملة للاحتياجات الإنسانية المتزايدة في قطاع غزة، بما يجسد روح التعاون الدولي في العمل الإغاثي.
ما تحقق خلال هذه الفترة جاء بفضل تعاون الشركاء وإيمانهم بأن العمل الإنساني مسؤولية مشتركة. واليوم، ونحن نستذكر ألف يوم من العطاء، لا نحتفي بالأرقام فقط، بل بقصص الأمل، والأرواح التي أُنقذت، والأسر التي وجدت الدعم في أصعب الظروف.
سيستعرض المؤتمر أبرز إنجازات ومبادرات عملية «الفارس الشهم 3»، إلى جانب شهادات من شركائنا الدوليين حول أثرها الإنساني في قطاع غزة، بما يؤكد أهمية استمرار التعاون لضمان استدامة الاستجابة الإنسانية وتعزيز صمود المجتمعات المتضررة.

Peace be upon you, and the mercy of God and His blessings.
We gather today at an exceptional milestone that carries within it one thousand days of continuous humanitarian work, to review the journey of Operation “Chivalrous Knight 3”, which over the course of one thousand days has constituted a practical model of the United Arab Emirates’ steadfast humanitarian commitment to supporting our Palestinian brothers and sisters in the Gaza Strip.
This operation came pursuant to the directives of the wise leadership of the United Arab Emirates, stemming from a firm humanitarian approach that places the human being at the forefront of priorities, and believes that standing with those affected is a humanitarian responsibility that transcends borders and all circumstances. From this standpoint, the primary objective was not merely to deliver aid, but to build an integrated humanitarian system that contributed to supporting various vital sectors, from health and food through to education.
Over the course of one thousand days, the United Arab Emirates, through Operation “Chivalrous Knight 3”, has worked in partnership and coordination with United Nations agencies and international and humanitarian organisations to ensure that support reaches those entitled to it, and to strengthen joint efforts for a full response to the growing humanitarian needs in the Gaza Strip—embodying the spirit of international cooperation in relief work.
What has been achieved during this period has come thanks to the cooperation of partners and their belief that humanitarian action is a shared responsibility. Today, as we commemorate one thousand days of giving, we celebrate not only the figures, but also the stories of hope, the lives that were saved, and the families that found support in the most difficult of circumstances.
The conference will review the most prominent achievements and initiatives of Operation “Chivalrous Knight 3”, alongside testimonies from our international partners on its humanitarian impact in the Gaza Strip—affirming the importance of continued cooperation to ensure the sustainability of the humanitarian response and to strengthen the resilience of affected communities.
In conclusion, we extend our sincere thanks and appreciation to all our partners among international and United Nations organisations and humanitarian entities, and to everyone who contributed to the success of this humanitarian journey. We also reaffirm that the United Arab Emirates will remain, as the world has come to know it, an active partner in supporting humanitarian action and consolidating the values of solidarity and mutual support, drawing on its enduring humanitarian mission that places the human being at the centre of its foremost concern.

باسم اللجنة المنظمة، وباسم أبناء شعبنا الفلسطيني في قطاع غزة، نتقدم بجزيل الشكر والتقدير لكل من أسهم في إنجاح هذا المؤتمر، ونخص بالشكر المتحدثين الأفاضل على ما قدموه من أوراق علمية وتقييمية رصينة، والضيوف الكرام على مشاركتهم وحضورهم الداعم، كما نعبر عن عميق الامتنان والاعتزاز لبعثة دولة الإمارات العربية المتحدة في قطاع غزة، على جهودها الإنسانية المتواصلة وتضحيات كوادرها في الميدان، التي جسدت أسمى معاني الأخوة والتضامن.

وإذ نثمن ما تحقق في عهده، فإننا نتطلع بثقة إلى مرحلة جديدة من العطاء مع تسلم الأخ الدكتور محمد إربيع رئاسة اللجنة، واثقين بقدرته على مواصلة البناء على ما سبق وتحقيق المزيد من الإنجازات لخدمة أهلنا.
انعقد المؤتمر على مدار جلستين علميتين تناولتا الواقع الإنساني في قطاع غزة بعد ألف يوم من الحرب، واستعرضتا دور عملية «الفارس الشهم 3» في دعم صمود السكان.
1. ورقة قطاع الصحة: «إسهامات القطاع الأهلي والمبادرات الإقليمية» — د. بسام زقوت
الاستخلاص: أثبتت التجربة أن استمرار النظام الصحي كان ثمرة نموذج تكاملي بين وزارة الصحة والقطاع الأهلي والمبادرات الإقليمية والمنظمات الدولية، حيث لعب القطاع الأهلي دور الشريك الأساسي وبرزت «الفارس الشهم 3» كنموذج داعم للمؤسسات الوطنية.
أهم التوصيات: تعزيز الاستثمار في المؤسسات الصحية الوطنية، وبناء شراكات مؤسسية مستدامة قبل الأزمات، وإعادة تصميم آليات التمويل لتكون أكثر مرونة، وضمان حماية المرافق والعاملين الصحيين.
2. ورقة الإيواء والإغاثة: «الاحتياجات المتزايدة والاستجابة الإنسانية» — د. فضل المزيني
الاستخلاص: يعيش 1,708,822 نازحاً في ظروف إيواء غير ملائمة تحولت إلى واقع طويل الأمد، مع انهيار خدمات المياه والصرف والأمن الغذائي. وشكّلت تدخلات «الفارس الشهم 3» في الخيام والمساعدات الغذائية والإيوائية رافعة أساسية للتخفيف من المعاناة.
أهم التوصيات: الوقف الفوري للنزوح القسري وتمكين العودة الآمنة، والسماح بإدخال مستلزمات الإيواء ومواد البناء، وتوفير الخدمات الأساسية في مواقع النزوح، والانتقال من الإغاثة الطارئة إلى التعافي المستدام.
3. ورقة المياه والصرف الصحي: «أزمة الواقع والتحديات والحلول» — م. عمر شتات
الاستخلاص: 80% من مرافق المياه متضررة و70% من شبكات الصرف، مع توقف كل محطات المعالجة. وسدّت تدخلات «الفارس الشهم 3» في محطة التحلية الإماراتية والآبار والصهاريج فجوة حيوية في إمدادات المياه.
أهم التوصيات: تنفيذ خطة طوارئ عاجلة لتوفير الطاقة والوقود، وإدخال المعدات دون قيود، وإعادة تأهيل أنظمة الصرف، وتوفير 2.657 مليار دولار لتنفيذ خطة التعافي وإعادة الإعمار بمراحلها الثلاث.
4. ورقة التعليم: «دور الفارس الشهم 3 في دعم القطاع التعليمي» — د. محمد إشتيوي
الاستخلاص: تعرض القطاع التعليمي لـ«إبادة تعليمية» طالت 95% من المدارس وحرمت 700 ألف طالب من التعليم. وقدّمت العملية نموذج «الإغاثة التنموية» عبر الخيام التعليمية ومبادرة «مساحة أمل» للثانوية العامة وتوزيع المستلزمات، مما حدّ من الفاقد التعليمي.
أهم التوصيات: إعادة إعمار عاجلة للمدارس والجامعات، والتوسع في المساحات التعليمية المؤقتة، ودمج الدعم النفسي منهجياً، ومعالجة الفاقد التعليمي ببرامج مكثفة.
5. ورقة الفئات الأكثر هشاشة: «التدخلات الإنسانية الموجهة» — لجنة المبادرات — د. ريم أبو شاويش
الاستخلاص: اعتمدت اللجنة منهجية متخصصة استهدفت 16 فئة هشة تشمل النساء والأطفال وذوي الإعاقة والمرضى وكبار السن، عبر مسارات إغاثية وصحية وتعليمية راعت الكرامة والدعم النفسي.
أهم التوصيات: تشكيل فرق بحث ميداني للوصول للفئات الهشة، وتصميم مبادرات متخصصة بجداول زمنية، وضمان العدالة والشفافية في التوزيع.
6. الورقة التقييمية العلمية: «الأثر متعدد الأبعاد للفارس الشهم 3» — د. حسام الزعلان
الاستخلاص: أظهرت الدراسة الميدانية على عينة 1250 مستفيداً وتحليل 1.84 مليون تفاعل رقمي، أن متوسط الرضا العام عن العملية بلغ 80.8%، مع تسجيل قطاع الإغاثة أعلى نسبة 88.2%. وأكدت أن العطاء الإماراتي أحدث أثراً وجدانياً ونفسياً عميقاً عزز صمود المجتمع.
أهم التوصيات: اعتماد نموذج «الفارس الشهم 3» كمعيار دولي للتدخل الإنساني، والانتقال المخطط من الإغاثة العاجلة إلى التعافي المبكر والتنمية المستدامة.
إننا ونحن نختتم أعمال هذا المؤتمر، نؤكد أن الخبرة الميدانية المتراكمة على مدار ألف يوم قد بلغت ذروتها، وأن إرادة العمل الإنساني لا تعرف التوقف.
لقد أثبتت «الفارس الشهم 3» أن العطاء الحقيقي هو الذي يصنع الأمل ويصون الكرامة ويبني الإنسان قبل الحجر.
وإننا، بعزيمة لا تلين، نعلن استمرار شغفنا بخدمة أهلنا، ومواصلة المراكمة على الإنجازات، والاستعداد الكامل لأداء المهمة الإنسانية على أتم وجه، في ظل رؤيةٍ متعددة الأبعاد للجنة الإسناد، وبشراكة راسخة مع دولة الإمارات العربية المتحدة قيادةً وحكومةً وشعباً.

Closing Statement of the “1,000 Days of Giving” Conference
Ladies and gentlemen,
Dear guests, and distinguished speakers,
On behalf of the Organising Committee, and on behalf of our Palestinian people in the Gaza Strip, we extend our deepest thanks and appreciation to everyone who contributed to the success of this conference. We particularly thank the esteemed speakers for the rigorous scientific and evaluative papers they presented, and our honoured guests for their participation and supportive presence. We also express our profound gratitude and pride in the Mission of the United Arab Emirates in the Gaza Strip, for its continuous humanitarian efforts and the sacrifices of its field teams, which have embodied the highest meanings of brotherhood and solidarity.
We further extend abundant thanks and recognition to the Support Committee of Operation “Chivalrous Knight 3” for its wise leadership and effective coordination of all relief and humanitarian efforts.
On this occasion, we record with appreciation that this conference comes as the culmination of a series of activities prepared during the chairmanship of Dr. Khader Al-Majdalawi of the Support Committee, who made notable efforts to consolidate institutional work.
While we value what was achieved during his tenure, we look with confidence to a new phase of giving as Dr. Muhammad Arbieh assumes the chairmanship of the Committee, trusting in his ability to continue building on what has been achieved and to realise further accomplishments in service of our people.
The conference was held across two scientific sessions that addressed the humanitarian reality in the Gaza Strip after one thousand days of war, and reviewed the role of Operation “Chivalrous Knight 3” in supporting the resilience of the population.
1. Health Sector Paper: “Contributions of the Civil Sector and Regional Initiatives” — Dr. Bassam Zaqout
Conclusion: Experience has shown that the continuity of the health system was the fruit of an integrative model among the Ministry of Health, the civil sector, regional initiatives, and international organisations. The civil sector played a core partner role, while “Chivalrous Knight 3” emerged as a supportive model for national institutions.
Key recommendations: Strengthen investment in national health institutions; build sustainable institutional partnerships before crises; redesign financing mechanisms for greater flexibility; and ensure the protection of health facilities and workers.
2. Shelter and Relief Paper: “Growing Needs and Humanitarian Response” — Dr. Fadl Al-Muzayni
Conclusion: Some 1,708,822 displaced people live in inadequate shelter conditions that have become a long-term reality, amid the collapse of water, sanitation, and food-security services. Interventions by “Chivalrous Knight 3” in tents and food and shelter assistance formed a key pillar in alleviating suffering.
Key recommendations: Immediately halt forced displacement and enable safe return; allow the entry of shelter supplies and construction materials; provide basic services at displacement sites; and shift from emergency relief to sustainable recovery.
3. Water and Sanitation Paper: “The Crisis of Reality, Challenges, and Solutions” — Eng. Omar Shtat
Conclusion: 80% of water facilities and 70% of sewage networks are damaged, with all treatment plants out of operation. Interventions by “Chivalrous Knight 3” through the Emirati desalination plant, wells, and tankers closed a vital gap in water supply.
Key recommendations: Implement an urgent emergency plan to secure energy and fuel; allow the unrestricted entry of equipment; rehabilitate sanitation systems; and secure USD 2.657 billion to implement the three-phase recovery and reconstruction plan.
4. Education Paper: “The Role of Chivalrous Knight 3 in Supporting the Education Sector” — Dr. Mohammed Ishtayeh
Conclusion: The education sector suffered “educide” affecting 95% of schools and depriving 700,000 students of education. The operation offered a model of “developmental relief” through educational tents, the “Space of Hope” initiative for secondary-school students, and the distribution of supplies, thereby limiting learning loss.
Key recommendations: Urgently reconstruct schools and universities; expand temporary learning spaces; systematically integrate psychosocial support; and address learning loss through intensive programmes.
5. Most Vulnerable Groups Paper: “Targeted Humanitarian Interventions” — Initiatives Committee — Dr. Reem Abu Shawish
Conclusion: The Committee adopted a specialised methodology targeting 16 vulnerable groups, including women, children, persons with disabilities, patients, and the elderly, through relief, health, and education pathways that upheld dignity and psychosocial support.
Key recommendations: Form field research teams to reach vulnerable groups; design specialised timed initiatives; and ensure fairness and transparency in distribution.
6. Scientific Evaluation Paper: “The Multidimensional Impact of Chivalrous Knight 3” — Dr. Hossam Al-Zalan
Conclusion: A field study of a sample of 1,250 beneficiaries and an analysis of 1.84 million digital interactions showed that overall satisfaction with the operation averaged 80.8%, with the relief sector recording the highest rate at 88.2%. It confirmed that Emirati giving produced a deep emotional and psychological impact that strengthened community resilience.
Key recommendations: Adopt the “Chivalrous Knight 3” model as an international standard for humanitarian intervention, and plan the transition from emergency relief to early recovery and sustainable development.
As we conclude the work of this conference, we affirm that the field experience accumulated over one thousand days has reached its peak, and that the will for humanitarian action knows no pause.
“Chivalrous Knight 3” has proven that true giving is that which creates hope, preserves dignity, and builds the human being before stone.
With unyielding resolve, we declare our continued passion for serving our people, our ongoing accumulation of achievements, and our full readiness to carry out the humanitarian mission to the highest standard—under a multidimensional vision of the Support Committee, and in a firm partnership with the United Arab Emirates, leadership, government, and people.
